我們在亞洲四小龍的發展中, 我們(台灣)原本就是更早接觸到近代先進科學技術的環境, 使我們比臨近國家都更早工業化,
但可能我們在數十年來, 沈浸於中國大陸及東南亞廉價勞力的利用, 卻忽略了全面地提升英語文能力的優勢機會,
未能積極地將新世代的英語文使用能力, 全面地提升到可流暢使用的程度.
Looking back at our development of the four little dragons in Asia, we (Taiwan)
were originally exposed earlier to the advanced science and technology of the
modern era, making us industrialized earlier than the neighboring countries.
However been immersed on the use of cheap labor in mainland China and Southeast
Asia for decades, but ignored the opportunity to comprehensively improve the
English language ability, and have not been able to actively promote the English
language application ability of the new generation to the extent that it can be
used smoothly.

Our current system may only cultivate about 3-5% of the language elites in an
age group, that is, about 3,000-5,000 new people each year, while Singapore,
Hong Kong, the vast majority of the people, are all English-speaking elites.
There are about 100,000-150,000 new people every year. These people can engage
in global trade without barriers, quickly read global scientific literature, and
communicate with cultures around the world. In contrast, the quantity and
quality of our people is completely disproportionate, and it is no wonder that
most of the international companies in Asia are headquartered in Singapore, Hong
Kong, and mainland China. We can only act as second-hand regional agents, and
profits are in the hands of others.
英語文的充份使用能力雖只是現代生活的一部份, 也非萬能, 但它確是非常關鍵, 不能以漫不經心或傲漫敷衍的心態來面對. 我們必須儘早建立好明確的, 整體的,
宏觀的英語文應用目標的及教育政策的定位, 同時必須在短期及中長期的規劃中, 儘可能地致力於整體實務的發展 !
否則相對於 新加坡,
香港,
韓國的國民所得及國際及國內競爭力,
恐有可能是差距還是越拉越大,
甚至過了10-20年後,
連高喊民族主義的中國大陸的英語文及國際化程度,
都有可能超越我們. 我們也將必須冒著任憑我們全體國民再怎麼勤奮努力,
都無法有效平衡與這些日益擴大的差距的風險.

是很難以在外界整體現實的語文環境下持續成長發展及進化其研發深度, 結果是曇花一現的情況似乎是可預期的, 華人很多的科技文明發展史就是最好的見證 !

所以全面提升全民英語文能力, 絕不是好高務遠, 而是基於全面深入的認知與考量的結果,更不是狹隘的民族情結的好惡與趨避衝突的 !

Q : 把英語列為官方語言可不可行?
A:
現階段 "把英語列為官方語言" , 確實會造成太大的能力障礙, 因此, 根本的目標應是在於如何培養全民的英語文能力與競爭力. 有人說 80 % 的人都用不到英語文, 所以不用再全面提升全民的英語文能力, 這邏輯很奇怪, 我們要反過來問, 如果您在本地環境成長及學習, 就有像 博恩 一樣的英語文能力, 您還會甘願大學畢業時領24K 嗎 ? 所以, 99 % 的人都 不反對在本地環境成長及學習能有像博恩一樣的英語文能力, 不是嗎 ?!
我們國家更關鍵的不是急著 設定規定 英語文 為官方語言, 而是要下定決心在10-20年內, 讓99 % 的人都本地環境成長及學習, 能有像博恩一樣的英語文能力. 英語文 的學習與應用, 絕不是只為了主觀的民族情感, 以及階層的公平正義的維護,有遠比直觀的情感因素及功利的追求還要更深層的意義與目的, 這主要是因為 英語文的符號語言及文法在基礎及尖端科學上, 有遠大於象形文次的乘載能力, 因而支撐及促進了近千年來的自由民主普世價值的逐步實現. 我們豈能只是短視盡力地只有考慮到民族情感以及表面政治及商業利益 ? !
再以大家最不以為然的 "阿共啊" 的功利權貴專制的資本政權來看, 中國 90% 以上高官及有錢人的子女拼命送到美國學英語文, 隨時有40-60萬留學生在美國. 寧願貿易戰, 科技戰的壓迫, 意識形態, 及社會制度的極度諷刺反差與自我矛盾, 說甚麼也不肯脫鉤, 其所為何來 ?! 難道只為了浸泡個美國墨水 ? 別傻了 ! 台灣人再不全面提升全民的全球溝通及經營能力, 如何在全球領域, 跟中國 30 年來累積的 1000-2000萬 具有英語文能力的數量, 爭取連結能力與話語權, 同時為科學, 自由, 民主等普世價值發聲 ?!
台灣比中國早30-50 年接觸, 導入現代化科學及技術以及自由, 民主等普世價值, 我們遠比中國及鄰近國家更有條件, 更有能力來建構最好的英語文學習與應用的環境, 而知識菁英者若明知道我們有環境條件, 但卻不肯積極說明與支持, 則是昧於知識良知與社會責任, 而全體國民豈可愚鈍以至於放任浪費及損害個人及整體數十年來艱辛與努力得來不易的發展環境與機會 ? !
